I think that’s the same report @F3_Steffi already provided. I agree that it has some merits, but pointed out a significant limitation as well—at least to me.
This one I have to say I find less Persuasive because “compliance with and enforcement of policies were not measured”. Since my underlying point is that people won’t comply, this is a major limitation of the report.
